Carby Use of closed carb?

That's called (a choke) to start your engine.

Yeah that's kind of the idea if your engine won't start you can close it a quarter of the way a half of the way and then when it starts you easy back to all the way open that's basically what it's for just to stop a little bit of air flow give you a little more gas so that it gets the engine going and then you open it back up so that's kinda gets the general idea

Why would I ever wanna make less air be in taken into the carb?
Because ideal air : fuel ratio is partially based on temperature. When the engine is cold, often a richer mixture (choked) will help it start. Choking isn't always necessary, but it's there if you need it.
