Rear Wheel Won't Free-Roll Backward

I haven't yet dared to actually ride my new bike. I cannot lower the seat any further, and when I sit on the seat, I can only touch the ground on my tip-toes. I feel very insecure.

For about $20 you can add a heavy duty "training wheel", not the kind you see on kids bikes, but steel supporting a pretty large steadying wheel.

It is specifically designed to overcome that balancing factor, I've used them twice for older customers.
