Belt drive transmission issue

On my 49cc belt drive transmission there is 2 steel pieces around jackshaft pulley. The inner one wore the aluminum away and was grinding the aluminum. The ring/belt guide dislodged from the pulley and is sitting on the jackshaft. Before I noticed it spun freely on the aluminum casting and since it had play and was sharp wore away the metal from vibration and constant rotation. Stupid design in my opinion why is it not a solid casting? it seems most have the free floating belt guides but the 8G kit uses a solid cast jackshaft pulley.

I drilled 4 holes in the pulley between the steel rings and pulley and made 4 rivets out of a 1/4 rod and used a punch to peen the edge between pulley and steel rings. Hammered the rivets on both sides. Don't know how long it will last.
