Centrifugal Installing Centrifugal Clutch

What is the shear pin/how do I remove it??

I did a quick search with google a few times and finally came up with this.

The new cent clutch will not slide on until you get that shear pin/key out. I used some small needle nosed pliers to pull out my shear pin.
