Head injury begging to happen (WEIRD bike)

I pulled up to a store recently and found this monstrosity parked at the rack. I read that height is the major factor when considering head injuries. I hope the guy who rides this has a helmet. I didn't wait to talk to him but I had to get a pic...

Only front brakes? I bet that's "safe"! How would you even get on?

I've seen people ride those around here. They have pegs to climb up on it. They make it look easy, but it has to be hard to learn to ride

I think that is the point. Like putting tiny wheels and tires on a car and juicing the thing up to the tune of thousands. No point to that.

I watched a video where a guy built basically the same thing. He said it can't go up hills, it just wants to wheelie being as the weight is directly over the rear axle. Just seems stupid to me....
