Head injury begging to happen (WEIRD bike)

There was a guy by me who rode a bike like that but he had a car steering wheel instead of handle bars
It didn't seem safe but he got the attention he was after wherever he went

I pulled up to a store recently and found this monstrosity parked at the rack. I read that height is the major factor when considering head injuries. I hope the guy who rides this has a helmet. I didn't wait to talk to him but I had to get a pic...

Only front brakes? I bet that's "safe"! How would you even get on?

Other than to look weird, what really is the point?

More than likely, similar to how you'd mount a giraffe unicycle.
