Does anyone have an idea what this is? It is for sale locally for $300 and supposedly is Italian made, thanks!

That's a sachs motor wheel. They have a drum brake so just about any bike can fit one without losing the brakes on the rear. It can even take an old 5 speed freewheel or an ultra spaced 6 speed. If these weren't hens teeth in north america I'd like to have one.

From what I gather the Rotary is a Chinese knock-off of the Sach kit.
 
Looks like a Euro bike, but that tank is Chinese. The wheel kit is factory looking to me. Designed for that wheel. Looks neat though. I've never seen wheel spokes like that, interesting.
 
Ha, the wheel comes with the kit. They added that Chinese tank to it. Bike is probably a Landrider like in this pic, many different brand names.

Sachs Spartamet 30cc motor wheel/set | Sell - Trade: Bicycle Parts, Accessories, Ephemera

Up for sale is this cool 30cc sachs spartamet motor wheel kit. Runs and will come with all of the cables/throttle etc as well as the kickstand/mount, and rear cable cover. Also comes with the front Sachs drum brake wheel. Tire size is 26 by 1 3/8ths. I've seen these put on more than a few bikes...
