OK yes, I'm a madman. And yes often my dreams are bigger than my wallet. So I have for your perusal the parts list for my version of the ultimate motored bike.

OK so take some time to look that over. I need feedback on feasibility, reliablity, and missing parts. I might need to change the drive ratios of the gas kit but a top speed of 30 is all I want/need.

"A "motorized bicycle" or "moped" is:

A two or three-wheeled device, capable of no more than 30 mph on level ground, and equipped with:

- Fully operative pedals for human propulsion.
- A motor producing less than two gross brake horsepower and an automatic transmission.
- An electric motor, with or without pedals for human propulsion. (CVC Sec.406(a))
Driver must have a motorcycle license (M1 or M2).

A "motorized bicycle" is also defined as a vehicle with pedals and an electric motor (not more than 1,000 watts) which cannot be driven at speeds of more than 20 mph on level ground even if assisted by human power. (CVC Sec.406(b)).
If you operate a motorized bicycle which meets the definition of CVC Sec.406(b), you:

- Must be 16 years of age or older.
- Must wear a properly fitted and fastened bicycle helmet.
- Are exempt from the motor vehicle financial responsibility, driver license, and moped plate requirements (CVC Sec.12804.9).
A motorized bicycle is issued special license plates and identification cards, which requires a one-time $18 fee. No renewal is required."

According to this you do in fact need registration. it is $18 FOR LIFE. It also appears that an M2 or M1 license is required.

Took me a bit but I finally figured out the confusion between out two assertions.

@SeanPatrick is quoting the online DMV handbook where I am quoting the California vehicle code.

I leave it to the peanut gallery to decide which rule book carries more weight in a court of law.

My thought is this: I'm not sure which of those is correct. But I do know that I put a lot of time/money/effort in my bike. Now I'd had to have a ***** cop take it from me and tell me I can't have it. So for $18 reg and a plate seems smart. I also went and got the M1 permit for motorcycles (cost me nothing). Beyond that I keep a piece of paper with the vehicle code 406(A) and 406(B) as well as the page from the DMV handbook. I figure its best not to give them any reason. $18 and a few pieces of paper go a long way in piece of mind.

I agree with that sentiment wholeheartedly. "Better safe than sorry"

However, I am barred from having a license of any kind.
