The little actuator rod in your picture has to travel in the opposite direction. You want to hook it up independent of that gov arm.

If you take your air filter off, then you can watch the throttle lever on the carb operate. There is a black screw in the center that is the idle adjust screw, if the throttle lever is up against it as in my first pic, then the throttle is off. My second pic shows full throttle.
 
It's wide open, the way you have it connected there is no throttle movement.
Take everything off there between the carb and the governor, all those springs and rods and start fresh. Keep only the cable from the handlebar.
Get a piece of metal 3/8 x 2-1/4 x 1/16, drill a hole in one end to attach your cable to, drill another hole in the center for a small bolt (buy, find, steal, scrounge one before hand, one inch long by an 1/8 diameter with three matching nuts and one of those has to be a Nyloc nut and a couple washers), and then another hole on the other end for the rod to the carb.
Drill a hole in the middle of the pull start cover, you'll have to take the cover off to get the bolt in and tighten down the nuts. Put the bolt up through the hole you just made and put a nut on it to keep it in place. Put a washer over the bolt and the center hole piece of metal with the three holes. Put a washer on top and the Nyloc nut, tighten it down but not too tight. You want it to be able to move freely.

Now use the rod that came from the carb and size it up from the new part you just made back to the carb. Keep the bend in the governor end and put that through your new throttle lever. Run the rod back to the carb and check where you will need to cut it off, it can be cut long but not short and make sure the throttle is closed when you measure. Check my pics above for off and on throttle, or you can look in side carb and see if the throttle plate is covering the venturi or not. Cut and bend the rod, it only has to a right angle bend. Slip the rod into the carb and onto the throttle lever. Hook up the cable and you should have it, no governor involved.
