Handlebar shims?

Would it be safe to chop my old handle bar tubes off my old triple tree and slide them over my new ones so my clip ons fit? the ID is 28.o of the old triple trees tubes and 31.8 outside so a little sanding maybe and itll slide on or just smack it??
 
I would think so if those are the right sizes. You can put a large flathead screwdriver in the slit to open the shim up as you slide it on so I wouldn't expect any smacking to be necessary.
 
do you mean the tops where the bars bolt onto the tubes above the yoke? I would rather try to find a steel or aluminum tube with a wall thickness half that of the difference in diameter between the 2 parts. Then cut an appropriate amount of tube to act a a full shim. Removing almost millimeter and a half of material from a tube by sanding it is not a fun task and only really practical on a lathe to make it perfect. You would find it easier to get something else entirely that be cut and fitted between the 2 parts. Copper sheet comes to mind.
