Lurching While Decelerating and a Howl

I bought this tensioner for this build but it didn't work out due to the angle. Now with the wheel farther back, it works perfect. No lurching and I may think it is smoother than before but it could just be me. I did find a tight spot so I loosened it up some more which gave me the idea to try out that part in the drawer I spent 15 bucks on.
