Need advice on high throttle, bogging out on WOT too

I installed a new NT carburetor. Right off the bat I took the C clip to the outermost slot of the pin, it was set 3 down out of 5 slots. I started bike and it idled super high. I brought it down by loosening the throttle cable. It was too tight. I noticed this particular carb had no C washer, just a metallic barrel, the pin and the spring. Also, once I got running, I started WOT and the engine bogged out on me. I'll admit, the throttle was scary high. Why did it do that? Protect the engine from over RPM or something?
 
Do you have a tachometer? This'll let you know exactly what your engine is doing. Does the carb have a choke? If it seems to run better when at half choke or so that suggest the air fuel mixture is off.
 
It's an air/fuel ratio problem. You need to tune it better. Try putting the needle clip on the leanest setting. I would say that if all the parts are not there for the carb it won't work well.
