Washer under valve springs to make them stiffer?

Washer under valve springs to make them stiffer? I heard a guy on some forum do this. Whats true behind this? Would this put more stress on the engine?
 
Yes, a washer can be used as a valve spring shim. Yes, it will put more stress on the cam lobes, lifters, valve, and valve seats,
But everything should be OK,

But don't rush out and use a shim unless you have made serious HP upgrades,
To prevent Valve Float use a shim on the valve spring or get stronger springs

But a HS 49cc don't need the valve springs shimmed

I really feel like the floating valves slow me so much. The engine got a lot more power than it can output cause of the damm weak valves.
and ye i got the HS.

Have you tried setting the lashes? The HS 142 only produces 1.6 hp. With only this small amount of HP consider yourself doing good if you hit 30 mph on level ground.
