If the wheels are in the air I can throttle it all the way but when it’s on the ground and go to accelerate with someone on it, it cuts out and there’s no pull

I feel a tachometer will give you exact and precise adjustments VS doing it by ear.

Spark test the plug in another piece of equipment to make sure your engine's ignition coil isn't going bad. Clean the magnets on the flywheel and use feeler gauges to check the gap between the FW magnets and ignition coil poles.

Check the spark, if it isn't blue, it's weak and you will want to replace the plug and clean or replace the coils.
