What cc is my engine

Looks to be 90cc quad.

Bingo! After looking at the corners of the pic it's obvious. I was concentrating on the frame and the engine in the center.

I think the old owners had modified it on the back where the seat goes

All carburetors have 3 basic settings:

max rpm no load full throttle;

slightly under max rpm no load, no throttle favoring the rich side;

idle setting.

As to how these adjustments are made, that can vary depending on the carburetor

If the wheels are in the air I can throttle it all the way but when it’s on the ground and go to accelerate with someone on it, it cuts out and there’s no pull

The plastic is an integral part of the seat so it looks modified.

This could be caused by a few things. The carb is dirty and needs a good cleaning. The main jet could be clogged and restricting the flow.

The trans could be stuck in high gear and not shifting down.

The timing could be off and needs adjusting.
