Engine won’t start ??wheel moving freely, Tachs out too fast on 80cc engine

No the two issues aren’t related
Really? cos if the motor wouldn't engage when you dropped the clutch, it would mean the clutch is too loose....And if the rpms are rising faster than the bike is accelerating, it sounds like the clutch may still be slipping.

That I always thought it reached high rpm to fast since I got it…and the other issue is fixed but I’m still revving high

I loosened this bolt and it started working again

Spray down the connection between carb and manifold, and then manifold and cylinder with some water, if the engine stalls out, you have an air leak,
