I'll look into it, but some things strike me as "BS"
First, new Indiana laws usually take effect on July 1. Occasionally, January 1, but never January 10.
Second, Whizzers are motorcycles under Indiana law now because they are over 49 ccs. In Indiana, anything over 49 ccs is now, and has been for years, a motorcycle. Also, any scooter that is designed to go over 25 mph (engine size irrelevant) is a motorcycle- that is not new.
Third, mopeds and scooters under 49 ccs do not need to be registered, titled or insured in Indiana now.
I have been a licensed attorney in Indiana for over 10 years and I have more than a passing interest in this subject....but like I said, I'll look into it. It is possible something slipped by me.
