So, I bought a long offset intake manifold and a so-called high-performance carb. I torqued down the head bolts and the intake bolts. Could there be too much oil in my mix be the problem?

It has lots of low-end torque. It idles like there is a leak, surging slightly. I have taken everything off and cleaned everything, making sure the jet was not clogged...

I don't know what else to try. Top speed is about 15mph, maybe 10mph.

I blame the choke because why not

I've found I always blame the same usual suspects. White wire, choke, HG\EG, seals, filters, float

carb shaking too much & foaming your fuel - they don't run well on bubbles
