I have had a couple engines come like this and as Chainlube said/asked about, the sprocket side cover was hard to remove and install due to the pressure. In both cases my clutch flower nut was barely screwed on.

Well, now you need a new bucking bar. Notice one end of it is concave, the other is flat.
The concave end sits against the ball bearing inside the shaft. Put grease on the ball and bar.
The flower nut is out of adjustment.
