driving a motor bike legally -- Wisconsin

i live in Wisconsin and i want to motorize my bike but i have a question, if i put an 80cc(66cc) engine on it but leave the normal bike pedals still functional is it considered a moped or a motorcycle?

here is the wisconsin dmv that describes a moped and motorcycle but what i want to do fits under neither category.
