I can't see the machining for two plug holes being much of a problem.
I'm no metalurgist, but a competent welder should be able to weld up the standard cylinder head, and a machinest could redrill and tap the head to suit evenly spaced plug holes; not to mention the fact that there are 2-stroke engines with dual plug arrangements to study.
