Tire rim combo question

Hey guys, I have a problem with my ebike frame, I ordered a 4" dropout frame and got a smaller one, so my 4 inch tires just about rub on the 2 sides of the dropout.

I was wondering, if a 26x3 or a 26x3.5 tire fits on a 26x4 rim?
