Trying to build an ebike out of my chopper, but it has to adhere to the strict regulations in my region

There are plenty of threads out there about which engines to buy and which engines suck , but trying to find one that matches the legal requirements in my province has proven tricky. What's more, this engine has to be winter-ready, up to -50 degrees celcius. I'm at a loss, I will continue to research but I posted here in the hopes someone can point me in the right direction. Here, I'll post the legal requirements for ebikes in my region:

E-bikes are legal so long as certain stipulations are met. The bike must not be designed to have more than three wheels touching the ground, the motor must stop providing motive power if the bike exceeds 32 km/h for any reason, the motor must be smaller than 500W, it has to have functioning pedals, if it’s engaged by a throttle, the motor immediately stops providing the vehicle with motive power when the driver activates a brake, and if engaged by the driver applying muscle power to the pedals, the motor immediately stops providing the vehicle with motive power when the driver stops applying muscle power. The bike must also have either a mechanism to turn the electric motor on and off that can be operated by the driver, and if the vehicle has a throttle, is separate from the throttle, or a mechanism that prevents the motor from engaging until the vehicle is traveling at 3 km/h or more. You must also be at least 14 years of age to operate an E-bike. All other laws regarding cycling also apply.

You see my problem, yes? These are very specific requirements.
 
Ah, and there is one other major factor in play. You know there are 2 basic models of choppers that I have seen. The first and most common is the ones with the straight, triangle frames, built with heavy metals. This applies to most PCC, WCC and OCC choppers, as well as the legendary ThunderBird. The model I'm converting is the lighter version, about half the weight, with a slight curve along the main bars in the frame, and with engine mounts built right into the frame. I can provide pictures is needed, but the main thing is I'm not about to cut up my bike to make this work. I probably need something designed specifically for choppers. Great, I should probably seek out a local expert. Actually, I might have someone in mind, the guy I bought most of my choppers from :) I got a mint black ThunderBird from him, you know how rare those are? You can hardly even find a pic of them lmao

Well no... but I could see why you would think that. It's similar, but with a thicker frame. I'll provide photos.
Yes, these guys might have some useful info, but the bike in question has the straight frame type, not like mine.

Alright, I'll have to extract it from my bike garage, I have many choppers, and I won't rush this. Not worth scratching the paint....

Okay here, you can even see the engine mounts in the last 2 photos. Looks blurry from my end though, does this site re-encode all photos maybe? I'm using an LG camera, it ought to be crystal clear. Lemme know if there's any blur, I can re-upload via mediafire if necessary.

That bike still uses the 4 inch wide tyre so you would still use the OCC Chopper 4 inch electric kits or any 4 inch wide DIY kits you can find that will fit to your legal law. the bend might be differn't but its pretty much the same as a occ

funny enough you can get OCC/WCC and more copies from places like aliexpress

A good start, I'll just have to restrict myself to anything that meets the legal conditions. With any luck, at least one engine will. I'll report back once I know more.
