I haven't started my whizzer in a while since I live on the east coast and it gets pretty cold here so I've stored it for the winter and now I'm trying to get it back up and running but I am not able to get it started, im 95% sure it's a belt tension issue, this is biggest issue i've had with it. The rear belt keeps slipping on the clutch pulley and im not sure why, the belt is new and i've tried adjusting it but nothing seems to work. I've been told I could move the engine forward, would that work? Any help is greatly appreciated

The clutch spring looks shot, it's all stretched out That's probably why your belts are loose, The clutch is too low

Looking at your air filter and also the valve cover/compression release I'm pretty sure you got a 1999-2004 WC-1

Sorry, those have problems with the valve seats coming loose and could be part of your problems.
You said it sounded different just trying to start it, Yep sounds like a loose valve seat, Pull the head and inspect the valve seats.
The only way to fix that is to upgrade the engine with a NE-5 style top end kit
Paul can sell you what you need to upgrade your engine to a NE-5 style top end or maybe you should just buy a new engine

Sorry once again the WC-1 valve seats came loose within the first 500 miles The seats were pressed in place, It's a common way to install valve seats But the WC-1 engine temperatures were too high and the seats came loose, the cooling fins on the cyl were too short
Whizzer USA solution was to offer the upgraded NE-5 top end kit, The seats were cast in place when the cyl was cast and the cooling fins were made taller, But of course with the NE-5 the head, exhaust manifold, intake manifold, carb, air filter, and valve cover, are different so it requires a NE-5 top end kit, but with all that work to do Maybe a new NE-5 style engine is for you
