On E-Bay someone is selling NEW Whizzers for $1399. Is this a scam?

It's the Ambassador. Whizzer is having a tough time selling them, so they've dropped the price on that model.

I was in upstate New York yesterday & found a Whizzer dealer. He had a 2005 NE5 with 95 miles. He wanted $1400 but sounded like he'd sell it cheaper. He had an Ambassador & wanted $1900. I told him they were selling new ones on Ebay for about $1400. He wasn't happy about that. He said he paid more than that for his & he's a dealer.
