Do I need a license in the state of New Hampshire to drive a mountain bike with a 25 cc motor on it?

Some (mine) have almost no real rules other than engine size, needs to have pedals, and maximum speed, require no special license, and still don't really enforce the few regulations they do have unless you do something really stupid.

Same here, but that's probably just the small town cops. I'm sure if I went into town on my bike the cops out there would find everything "illegal" with my bike.

I'm surprised I haven't been asked to do builds for our 16 man police force to cut down on patrol cost lol
