I don't think you got the Oregon laws correct. If I remember right it's 50cc and 25 mph. I'll have to double check.

2HP is limit AND 50CC or less. "Bike lane" (street) allowed and required if safe for car to pass and you are slower. No Gas motorbikes on "bike path" or sidewalks.
