New motor, wont start, leaking gas. HELP!

Again, the trick to finding top dead center has alluded me. NOT messing with it.

I did discover my fuel filter is leaking a tad, need to order a new one. The thing did sit dry so possibly it's as simple as a gummed up filter, even though it APPEARS fine. Hard to see if fuel flows through as well as it should.
That's the easiest part to throw at it, so until I do that.....

goto hardware store get fuel line, and run it straight if it works then you know its the filter.. i don't even have the inline filters on my 142f engine been doing fine then again i only stay on road and do regular cleaning.
