You do realize at 13 you can't be on the public roadways. You'll only be able to ride off road. A DIY project and no welding is a bit much for a first build. Get a kit and start learning there first. If you're able to take some welding and mechanic classes at school that would help. Then by the time you're old enough to ride on the public roadways you'll be able to build a really good bike.
