You were saying it was originally tipped because the throttle was binding. Why was that happening? Try getting the throttle to work and then try running it with the carb on straight. Make sure ALL the carb/manifold/cylindermounts fasteners are tight. Check your intake gasket while you have everything loose.
Does your carb have a drain plug at the bottom of the float? If so use a cut off 2 liter bottle or similar and drain the float bowl, that will clear most debris. It will also confirm that you have fuel flowing into the carb.
While you're at it, make sure there is a steady flow of fuel coming from the tank. Could it be possible that the fuel filter is plugged?
Gas cap vent?
Float sticking? The tickler pushes the float down so it will fill the float bowl.
Will it run with the choke halfway on?
