Since these things have a title are they legally deemed a Motorcycle? Moped? Scooter? -- I Realize state laws will differ but
it looks like a 138 cc engine??

Check your state motorbicycle/moped laws,
Here in CA, a motorbicycle/moped can be 149cc and 4 hp with a top speed of 30mph
But who's checking the MPH :ROFLMAO:

CA. to register as a Moped/Motorbicycle it's a one time fee of $23 for the plate
Mail in form #230 yep, they don't even want to see the bike, CA. trusts ya to give all the correct info, they just want the $23 :LOL:
No Insurance but ya do need a Moped or M/C license

I haven't even mounted the plate on my bike, I keep the plate in my saddle bags in case I'm ever asked,
I like my embossed Classic Whizzer plate much better :LOL:

Motorcycle in Florida.. unless your DMV is confused a they were with my 2005.. but my twin 2002 are titled motorcycles

I have only checked the regs on "motorized bicycles" in Illinois- clear as mud. Less than 1 horsepower as defined by 20mph top speed with a 170 lb rider on a flat road... or some baloney. Motorcycles here have 125 cc or more if I remember correctly.
 
It's kinda funny. In Oregon you need a motorcycle endorsement to ride a moped/scooter, but a motorized bike that has the exact same regulations you only need a license. They have the same speed and cc regulations 😆
