Basically any state is not going to prosecute if the dog is in the road, I love animals otherwise I'd whack them with my "last ditch effort" AL pipe I keep in the pump holder.My concern is when they cross the street to chase, they don't look for oncoming traffic, hate to see Fido get pulverized, even the mean ones.

The water pistol is a cheap deterrent which won't kill the animal. I'd only use it if necessary. Otherwise I'd report the incident to animal control.
