Idk how well the frames weld with the stick welder, I weld them all the time with the mig or tig welder. Since these frames are hi-tensile chromemoly, the 1st few spots of welds will be splotchy, once heat soak takes place they usually will weld up ok.

How many amps u reckon I should use
I'm unsure, on that. If that's a walmart cranbrook frame, they are thin!! so move fast!! Or do a bunch of series of spot welds, sometimes is the best. Just be prepared if you happen to burn thru, it happens. With using stick welder, it might not hurt to run a torch over the broke part of frame. It will help burn contaminants out & preheat the frame for the weld.

I'll be honest I have no idea what this frame is but it has a racing engine with it and 26-in mag wheels so considering the kind of fracture it is I'm presuming that the customer must do a little racing. I think I'll try preheating it like you said and hit it with about 40 amps. Thanks for the tip how hot do you think I should preheat it? Cherry red? I've done a bit of blacksmithing and we always use the rule of thumb of the perfect peach color

Do you have any brazing rod? That would be easier & probably a better fix. But just preheat it enough for a light glow.

Unfortunately not but I had considered brazing. My business is still trying to get off the ground and my resources are limited

I understand my friend, I understand. Yeah I know the feeling of just getting started in new adventures. I think with stick welder it might be easier to do a bunch of hot series spot welds.
