I just noticed you say you have a Jake head. If it is one of the newer "Jake" heads it most likely is so in name only and a copy. Some of the copies had a problem with the landing for the spark plug not being milled deep enough for the electrode to properly enter the chamber.

Another thing I am curious about is has it ran crappy for 5 years with this head?

Measure is from gasket to top of float 20mm. It's 21mm without the gasket. 1mm off either way can make a big difference.
Thats kinda wierd. Can you show us a pic of the head you have now with the plug you have now in it? I want to see how far it goes into the chamber.
it has run crappy since i got the engine off the side of the road. I have been replacing things for years. People just kept telling me it was my gearing.

I tried to measure my float like you guys said, but was unable to get 20mm no matter how i measured. I measured from the metal to the gasket, and from the bottom of the float to the gasket.

Yes sir the plug is your problem. Can't wait to hear how it runs with the new one. Should be waaaaay faster. Here is how you measure the float. It should read 21mm from metal to top of float. If not bend the float tines upward till it does.
