Sometimes when new there is a bit of a air lock that won't let the fuel flow into the bowl. You should see the fuel moving in the line. Just one of many possibilities I've seen.

Click to expand... All the nt carbs have a primer that pushes down on the float a little bit and displaces some fuel right up the jet!
