This whole 1hp thing is smoke and mirrors as far as I'm concerned. My Mitsu 43cc engine is not marked with a horsepower rating, and I suspect that unless I'm doing something stupid, I will never have a problem with the police because my engine makes more than 1hp. The problem would result from what I was doing, not what HP my engine makes. Be sensible and don't draw unneccessary attention to yourself and you should be fine in IL. I'm happy that there is at least a legal distinction for the MAB, instead of the old "you're screwed" approach which was to call it a moped but not let you register it as one since it didn't have a VIN assigned by the DOT.
