i pulled the carb drain screw and it started then died

the carb fuel line filter the carb gasket carb gasket the head gasket with copper seal the adjusted throttle cable cap the adjusted throttle handle my chain

Your spark plug boot isn't on all the way. Look inside the boot to see if you need the spark plug cap or not. That looks like one of those boots where you have to remove the cap from the end of the plug. They just screw off.

ok I tried it and it's the same thing

it kicks over for like four seconds then stops and has negative effect to throttle it seems like
