The 22 MM carburetor was supplied in approx. 6 versions, and some were next to impossible to alter the mecanical idle. Often the throttle cable was used to open the slide enough to reach an acceptable setting. The ability to set the mechancal idle speed correctly was often dependent on the slide cut-a-way, and needle taper.
The air/fuel mixture screw can become in-operative if the pillot jet or passages become blocked. Some versions of the carburetor had the wrong pilot jet and caused the adjustment to do very little.
Fill the fuel line with Gummout carburetor cleaner and start motor, repeat several times, many times this process will clean the small passages.
