The screw on the side, if you have the standard kit carburetor, is just an idle speed screw does not adjust fuel mixture just holds the carburetor slightly open same as if you were holding the throttle slightly open. So turn that screw in until the idle comes up. The other adjustments are needle in the slide up or down and Main Jet.

About how much ATF should I pour in? I have a tendency to over do things...

Not alot,maybe an Oz or so. It's just enough to Penetrate the seize if that's the issue.
