I know I have seen toolboxes that clamp to the seat tube and the part of the box that faces the wheel is concave, but I can’t figure out how to find them.

I want it for the look, not convenience lol and I have a long moped seat and I’m gonna be running throw over saddlebags with plenty of room.

No, what I’m talking about clamps to the seat tube and the rear of the box which faces the tire is concave. I wish I could find a picture. I’ll see if I can. My google fu is weak today lol.

If it is just the carrier, consider this one then, it clamps to the frame and is fully adjustable where it will fit almost any bike...Very much like the one I am using.

No, not the rack, the tool box that is mounted on the seat tube in front of the rear tire.
